Burglar swipes urine samples from corrections office

Waukesha - Someone broke into the Wisconsin Department of Corrections Probation and Parole office and stole at least six urine samples from a locked refrigerator, authorities said Wednesday.
The samples were part of the state's supervision program in which probation and parole agents, as part of holding offenders accountable, can require random urine samples, said John Dipko, corrections department spokesman.
Samples are often taken in the office, Dipko said.
Once samples are tested for the presence of alcohol or controlled substances, the results show whether offenders have been complying with the rules of their court-imposed supervision, Dipko explained.
Agents will review the cases for which urine samples are missing and will order new ones taken as necessary, Dipko said. He said he did not know if the six samples stolen were all of those being stored in the office at 1900 Pewaukee Road.
Entry was made sometime Monday night or early Tuesday morning, said Waukesha police Capt. Mike Babe. Authorities were called to the office at 7:19 a.m. Tuesday when a door was discovered to be broken and the urine samples were found to be missing, Babe said.
The Department of Corrections is conducting an internal investigation, Dipko said. Nothing else appears to have been stolen from the office, he said.
I would not like to meet this perp or shake their hands. Why would this office STORE the samples and how many did they have? Nothing else was taken as far as police and workers know. Hmmmm, parolees that need to give samples, samples dissapear, I don't have a clue as to who took them.

MPS Waterfollies - Part II
- I was pointing out the perception of the taxpayers of MPS and WEAC.
- I am not against rebuilding a school that is falling apart. What my point was and is the cost of the pool and its maintenance could have been used in the classroom for the children. I have seen schools first hand because I had worked in a charter school and I do know good teachers, and all they want is books, paper, and other supplies so they can give the kids a great education.
- I would also like to point out that the article in question did mention that the pool was used not exclusively for those who needed therapy, but it used by all students. Supposedly, the reason for adding the pool was to provide therapy for those who need it.
- I am not advocating that the pool needs to be drained.
- Yes, I demand, I demand that MPS does not waste money; I demand that MPS TEACH our kids, I demand that my hard-earned dollars be spent wisely.
- I do not have children. I do have nephews and nieces that are in school. My extended family and I do want the best education possible for them. So do not use the argument of If you do not have kids in public school, you should not comment on the subject. That argument does not hold any weight.
- Budgets are tight. This is true for both the government and individuals.

South Milwaukee Police Chief Ann Wellens won't assign her officers to be on the lookout for snowball-lobbing scofflaws, but a city law that bans the activity could put a big chill on an offender's wallet if a $200 ticket is issued.
Throwing a snowball is equated with shooting an arrow or throwing a stone in municipal codes around the state.
She said many people aren't aware of the ordinance, which reads in
"No person shall throw, shoot or propel any object, arrow, stone, snowball or other missile or projectile by hand or other means, at any person or at, in, or into any building, street, sidewalk, alley, highway, park, playground or any other public place."
South Milwaukee City Attorney Joe Murphy said he could recall only once in 22 years when the ordinance was enforced. That was a year or two ago when middle school kids threw a snowball "that had more ice than snow in it" and a girl was hit in the face. She suffered a minor cut, he said. The possible penalty for juvenile offenders is $55, he said.

I have an addition to these and other “nanny” laws; have the parents buy the same gear that paintballer’s use or full body armor and have all the children wear the gear all year. That way kids would not get hurt from anything. Afterall, this is for the children.

Bill would prohibit government workers from retaliating
MADISON, Wis. (AP) -- A state legislator wants to make it a misdemeanor crime for state or local employees to retaliate against people applying for a permit or requesting some other government action or service.
Is this really a problem?
Sen. Cathy Stepp, R-Sturtevant, was targeting the main permit-granting agencies in the state with her measure, said her chief of staff, Jay Risch.
"These are the agencies that have to be responsible to their customers - the taxpayers trying to get a permit," Risch said.
Stepp's bill also would require offices to post signs explaining the rights of applicants.
Under the measure, violations would carry a maximum punishment of a year in jail and a $5,000 fine.
Who pays this fine and what agency will do the enforcement?
Risch acknowledged he could not provide an example of such retaliation.
Stepp introduced the bill after a public hearing held by a Senate committee looking at possible regulatory reforms for the Department of Natural Resources. Stepp sits on the committee.
OK, If there are no examples of this problem why the possible law?
Paul Heinen, a policy adviser to Natural Resources Secretary Scott Hassett, said Stepp's bill is unnecessary and too vague.
"It is hard to do an analysis because the language is very broad and vague," Heinen said. "It is difficult to tell how we are to do it. For instance, they say you have to post a sign in an office, but how does that help when we give permits on properties? Are they going to have to wear a sandwich board?"
Heinen said his agency has no reports of retaliation.
Stepp's bill would need approval from both houses of the Legislature and Gov. Jim Doyle before it could become law.
My suggestion to our reps in all levels of government is stop making new laws like this. The DNR is mentioned as the agency in need of reform but this proposed law will not fix the problems with that agency.

Project Vote worker pleads guilty to forgery
One of two voter-registration workers charged with turning in bogus registration cards before the November 2004 elections pleaded guilty today to forgery and was sentenced to 45 days in jail and a year of probation.
Marcus L. Lewis, 24, of the 800 block of W. Galena St. in Milwaukee, had been charged with five felony counts election fraud, misconduct in office and three counts of forgery and pleaded guilty to one forgery count in exchange for the other charges being dropped.
According to a criminal complaint filed in the case, Lewis was fired by Project Vote after he got caught submitting a registration card in the name of a dead person While he was a paid worker for the national voter-registration organization, Lewis had previously turned in duplicate cards for the same voter on "numerous" occasions, the complaint alleged.
In sentencing Lewis, Reserve Judge Russell W. Stamper Sr. ordered a two-year stayed sentence one year in prison, one year on extended supervision that Lewis faces if he breaks probation.
The other Project Vote worker similarly charged with election fraud, Urelene Lilly, 48, is scheduled for trial in March.

Recent visitors to MLPB
I like to acknowledge visitors to MLPB #500 and #600. #500 came by on Feb 1st and was from Milwaukee. #600 came by on Feb 10th at 07:29 and was from Argentina. It took a little under 3 months to get to the 500 visitor milestone and I hope that 750 and beyond will not take that long.

CEO PAY
I just read a few blogs that are talking about putting caps on CEO pay. True some are paid millions and get great benefits. That is not an issue that should be managed by the government. Most CEO’s have worked their way to that position and negotiate with the companies they will manage. Do these same people want to limit other peoples pay through legislation? Should we limit sports stars, reporters, movie/TV stars, engineers, lawyers, etc also? Hmmmmm no talk about those but it is the greedy businessperson that needs to be slapped down. I am also sick and tired of being told that business execs are bad because they only think of the bottom line and not the people they manage. I hope to be back in those ranks soon and I do not just look at the bottom line. Bottom line is everyone has greed in them.

MPS Waterfollies
With MPS and WEAC complaining about how tight budgets have been for decades and we need to pony up more dollars to pay to keep programs like Art, Music, and Sports going, I found another reason why some people think MPS and WEAC spends and wastes money on a regular basis. In the online version of the MSJ the headline reads Water's fine for figuring the tagline is School uses pool to make kids comfortable with numbers The story is about how one school is using swimming in a pool to help kids learn math. Like little Jacques Cousteaus, the children show no fear as they dive for fish, sea horses and other exciting treasure. Nice spin by the writer.As they splash around in one of the state's only elementary school pools, the 4-year-olds at Milwaukee's Gaenslen School are learning the basics of two skills that would frighten many adults five times their size: swimming and math. Gaenslen has a particularly high population of students with special needs, about 40%, many of whom also receive therapy in the pool. Ok, more spin. While at first glance this is a good idea on the surface, What the reporter glanced over was that MPS spent money on a pool while complaining the district was having financial difficulties. The question is why MPS thought it was a good idea to spend money on a swimming pool in an elementary school instead of using that money for things like books, supplies for the children, or other essential educational equipment. I do see that some of the children need therapy but MPS should not be in the business of medical therapy they should stick to the educational needs of the students.

Movie Review
We watched a couple of movies today Flight Plan and The Corpse Bride. Flight Plan was on my must see list and I was not disappointed in it. The plot summary is "In this modern retelling of a classic urban legend, a mother finds herself at odds with a unremitting flight crew and her own sanity when her daughter vanishes in the middle of a flight, with only a few clues left behind. She must now challenge the boundaries of her will and her mind in her desperate search." Jodie Foster gives another great performance in a very good movie. The Corpse Bride was OK. It reminded me of The Nightmare Before Christmas, same animation and types of characters. However, it killed(pardon the pun) a 76 mins on a boring Saturday before the championship game in pro football.

Pair Ran Brothel Across Street From Police Station
MARTINEZ, Calif. -- Officers in Concord, Calif., didn't have to go far to bust a brothel.The house of ill repute was across the street from the police station. Now, a married couple has pleaded guilty to running the house. Debra Watts, 52, will serve one year of home detention for pimping and pandering. Her husband Ernest, 63, pleaded to a misdemeanor count of maintaining a house of prostitution.Police said the hookers who operated out of the place charged $160 for a half hour and split the money with the couple.Surveillance of the apartment revealed a Monday-through-Friday operation in which women would arrive by 10 a.m. and leave by 7 p.m. Men would enter and leave throughout the day, staying for about 30 minutes at a time, according to the affidavit.How long was this going on??
